The National Higher Education, Science, Research and Innovation Policy Council (Policy Council) recently released its Annual Report 2021. The report puts the spotlight on the pandemic recover and the path to sustainability of society and the economy.  It demonstrates the potential of higher education, science, research and innovation in providing solutions to the COVID-19 pandemic and other global challenges and trends such as climate change, technological disruption, unfair wealth distribution, social disparity, multiculturalism, declining college enrollment and population ageing.  

The report consists of 5 chapters: 1) Roles of Higher Education, Science, Research and Innovation in National Development; 2) Building Capability in Science, Research and Innovation; 3) Paradigm Shift in Higher Education; 4) Higher Education, Science, Research and Innovation System Reform; and 5) Past Performance and Outlook. 

The report was presented to the cabinet at the meeting on 11 January 2022.
