MHESI-NXPO and Revenue Department discuss workforce development tax incentives

On 22 September 2025, the NXPO delegation, led by President Dr. Surachai Sathitkunarat and Vice President Prof. Dr. Surin Khomfoi, met with Mr. Pinsai Suraswadi, Director-General of the Revenue Department, to discuss tax incentives aimed at promoting workforce development.

The discussion covered several key areas: expanding tax measures under the Thailand Plus Package to encourage investment while advancing workforce development; introducing a Royal Decree granting tax exemptions to promote experiential learning and strengthen collaboration between educational institutions and enterprises in strategic industries; and exploring personal skill development incentives to ensure inclusive and equitable access to lifelong learning for all workers, especially those seeking to upskill, the unemployed, and freelancers.

Prof. Dr. Surin highlighted the positive outcomes of the Thailand Plus Package, which has received strong private sector support and delivered economic impact. Achievements include the certification of over 13,000 new STEM-related jobs across 212 companies, valued at 4.44 billion THB annually; the approval of more than 1,700 training courses offered by 165 training providers; and the upskilling of over 451,000 workers. These results demonstrate the effectiveness of tax policy instruments in driving economic growth through job creation, skills enhancement, and talent development aligned with labor market needs.

Mr. Pinsai reaffirmed the Revenue Department’s readiness to support the advancement of tax measures for workforce development, emphasizing that new measures must be clear, non-duplicative, and deliver maximum national benefit. He noted that such measures not only ease tax burdens for businesses but also serve as a strategic investment in human capital—encouraging all sectors to work together in developing the Thai workforce, in line with the country’s long-term competitiveness goals.
