MHESI-NXPO joins Thai Delegation to COP30

Assoc. Prof. Wongkot Wongsapai, Vice President of NXPO, together with Dr. Saravanee Singtong, Director of the Sustainability Policy Division, and Dr. Natthamon Suwannaprom, Policy Developer, joined Thailand’s delegation to the 30th Conference of the Parties to the UNFCCC (COP30), held from 10–21 November 2025 in Belém, Brazil. As the National Designated Entity (NDE Thailand) for the development and transfer of climate technologies under the UNFCCC framework, NXPO served as Thailand’s main representative in negotiations under the technology mechanism.

The key agenda under the technology mechanism were: (1) Joint annual report of the Technology Executive Committee and the Climate Technology Centre and Network; (2) Linkages between the technology mechanism and the financial mechanism; (3) Review of the functions of the Climate Technology Centre; and (4) Technology implementation programme.

During the session, Dr. Saravanee underscored the importance of the national innovation system, the need to strengthen each country’s capacity for technology development, and the shared objectives linked to the Global Stocktake (GST). She highlighted that the alignment between technology-related issues and the routine GST reporting processes can help prioritise technology development and support efforts, thereby advancing collective goals across countries. The meeting agreed to adopt this approach in designing the Technology Implementation Programme—one of the key outcomes of COP30.

However, two agenda items will require further discussion at the Sixty-fourth Session of the Subsidiary Body for Implementation (SBI 64), scheduled for June 2026, as no consensus was reached. NXPO reported negotiation outcomes to the Deputy Secretary-General to the Prime Minister for Political Affairs (Head of the Thai Delegation), the Director-General of the Department of Climate Change and Environment, and other delegates. These updates helped align Thailand’s negotiation strategy to maximise national benefits while contributing to collective global efforts to address climate change.

In addition, during COP30, NXPO collaborated with the Department of Climate Change and Environment to host the Innovation Zone within the Thailand Pavilion. With contributions from public and private sector organisations, including the Electricity Generating Authority of Thailand and PTT Exploration and Production Public Company Limited (PTTEP), the Innovation Zone showcased innovations and technologies that support Thailand’s pathway to net-zero greenhouse gas emissions. The Thailand Pavilion, led by the Department of Climate Change and Environment, featured exhibitions and displays highlighting Thailand’s commitment to driving net-zero emissions.
