NXPO-OECD Workshop builds Thailand’s capacity for Mission-Oriented Innovation Policy (MOIP)

NXPO organized the workshop “Designing, Coordinating and Implementing Mission-Oriented Innovation Policies (MOIPs)” on 2–3 July 2026. The workshop aimed to strengthen the knowledge and practical capabilities of NXPO staff in designing, coordinating, and implementing mission-oriented innovation policies. It was conducted by experts from the Organisation for Economic Co-operation and Development (OECD), who shared international experience and practical tools to support the application of the MOIP approach in Thailand.

The workshop formed part of the OECD–NXPO STI Governance and Mission Week, held from 29 June to 3 July 2026. The week-long program was designed to strengthen the capacity of NXPO personnel in higher education, science, research and innovation governance, as well as in the design and implementation of mission-oriented innovation policies.

As part of the program, the OECD Policy Consultation Series featured two capacity-building workshops. The first, “Reforming STI Governance,” held on 29–30 June 2026, focused on strengthening understanding of Thailand’s STI governance system and identifying strategic directions for systemic governance reform. The second, “Designing, Coordinating and Implementing Mission-Oriented Innovation Policies (MOIPs),” held on 2–3 July 2026, focused on equipping participants with the knowledge and practical tools needed to develop and implement policies based on the MOIP framework.

In addition, on 1 July 2026, NXPO hosted the 1st NXPO Public Policy Conference: Thailand’s Strategic Leap through Mission-Oriented Innovation Policy (MOIP). The conference served as a platform for exchanging knowledge and international experience with leading experts while bringing together key national policymaking agencies to discuss how the MOIP approach can strengthen Thailand’s higher education, science, research and innovation policy framework.

The MOIP workshop was led by a team of OECD experts, including Dr. Philippe Larrue, Mr. Benjamin Kumpf, Mr. Charles McIvor, and Mr. Fritz Gillerke. Through lectures, panel discussions, and group exercises, participants explored key elements of the MOIP framework, including mission selection and assessment, developing mission visions and pathways, stakeholder analysis, policy instrument design, portfolio management, monitoring and evaluation, and assessing Thailand’s readiness using the OECD Mission Readiness Tool.

The two-day workshop provided an important opportunity for NXPO staff to deepen their understanding and practical skills in mission-oriented innovation policymaking. Participants gained insights into the MOIP process—from defining national missions and setting strategic priorities to engaging stakeholders, coordinating implementation across agencies, designing effective policy instruments, and establishing monitoring and evaluation systems. The knowledge and tools introduced during the workshop will help support the effective adaptation of the MOIP approach to Thailand’s national context.

The workshop also marked another important milestone in Thailand’s efforts to lay the foundation for mission-oriented innovation policymaking. By fostering stronger cross-sector collaboration and better coordination among government agencies, academia, industry, and other stakeholders, the MOIP approach is expected to accelerate progress toward Thailand’s national missions while delivering more impactful and measurable policy outcomes.
