On 21 August 2026, MHESI-NXPO, led by Dr. Surachai Sathitkunarat, President of NXPO, and Ms. Panisa Harnpathananun, Senior Director of the Higher Education Innovation and Future Skills Development Division, received the 2026 GDCC Gov Cloud Award at GOV Cloud 2026: Digital Infrastructure for the Government of the Future. Organized by the National Board of Digital Economy and Society Office (BDE), the event was presided over by Mr. Chaichanok Chidchob, Minister of Digital Economy and Society, who delivered the opening remarks and a keynote address titled “Driving Digital Infrastructure for the Thai Government.”


NXPO was recognized for its contribution to workforce development through the STEMPlus Platform, which was developed in 2021 to support the Thailand Plus Package and address the gap between the demand and supply of high-skilled workers in targeted industries. This gap has significant implications for Thailand’s ability to attract investment and strengthen its competitiveness. STEMPlus is a centralized digital platform built on the Government Data Center and Cloud Service (GDCC) that provides integrated services connecting businesses, educational institutions, training providers, high-skilled personnel, and relevant government agencies, including the Revenue Department, the Thailand Board of Investment (BOI), MHESI, and networks of higher education institutions. The platform supports the entire workforce development process—from collecting workforce demand information and submitting applications for curriculum and employment certification to expert screening, online notification of results, linkage to government incentives, and data analysis for policy development. A key strength of STEMPlus is its 100% online, one-stop service, provided free of charge, which reduces the need for businesses and other users to coordinate with multiple agencies. The platform also provides analytical data to support decision-making and can be scaled to accommodate new high-skilled workforce development measures.

To date, the platform has accredited 2,609 courses from 219 training and educational institutions, with 603,243 people completing training. It has also certified 16,490 STEM employment positions across 260 companies. These achievements demonstrate how government digital infrastructure can support workforce development services involving multiple stakeholder groups while delivering tangible outcomes in both training and employment.


The STEMPlus Platform applies digital innovation to transform government workforce development services from fragmented systems into a centralized platform integrating data and services across the entire process. A key innovation is its integrated management of Demand–Supply–Incentive data, connecting industry skills demand, training courses and providers, high-skilled personnel, and government support measures within a single digital infrastructure. The platform also incorporates future skills set data and service-use data to identify workforce trends and inform policy design. In addition, it supports services such as online job matching, co-creation, work-integrated learning (WiL), and the assessment of courses under Thailand Skill Bridge and BOI STEM++. These processes involve screening by the secretariat, experts, and relevant committees, helping ensure that services are standardized, traceable, and aligned with workforce demand in advanced technology industries.
In addition, STEMPlus has been designed to ensure long-term operational sustainability across technology, processes, and policy. The GDCC infrastructure provides secure and reliable online services while allowing the platform to scale in response to increases in users and functions. The system incorporates role-based access controls, electronic data and document storage, application status tracking, and data backup to ensure service continuity and accountability. From a process perspective, STEMPlus is not tied to a single policy measure. Instead, it serves as a central mechanism supporting multiple initiatives, including the Thailand Plus Package, BOI-STEM++, Higher Education Sandbox, Talent Thailand, and the E-Workforce Ecosystem Platform (EWE Platform). The STEM One-Stop Service (STEM OSS) Centers also serve as connectors among industry, educational institutions, training providers, and government agencies. Data generated through the system are used to analyze future skills demand, develop training curricula, and design workforce support measures. As a result, STEMPlus provides an integrated data foundation, collaboration mechanism, and service infrastructure that can continuously adapt to changes in technologies, industries, and government policies while supporting workforce development measures and government incentives.
