Establishment of Thailand Foresight Alliance

On 17 September 2025, NXPO and the APEC Center for Technology Foresight (APEC CTF) held a signing ceremony for a Letter of Intent to establish the Thailand Foresight Alliance, with 12 organizations joining the initiative. The Alliance seeks to foster collaboration in developing the country’s foresight ecosystem.

The ceremony was presided over by Prof. Dr. Supachai Pathumnakul, Permanent Secretary of the Ministry of Higher Education, Science, Research and Innovation (MHESI), who delivered the opening address. Dr. Surachai Sathitkunarat, President of NXPO and Executive Director of APEC CTF, outlined the objectives of the Alliance, underscoring the role of foresight as a vital strategic tool for national development in an era of uncertainty.

The Thailand Foresight Alliance aims to strengthen the country’s capacity to respond to economic, social, technological, and environmental change. It supports strategic planning, enhances capabilities in science, technology, and innovation, and builds sustainable collaboration across government, industry, and academia.

The 12 founding organizations are: NXPO and APEC CTF, the National Intelligence Agency, Thailand Science Research and Innovation (TSRI), the National Innovation Agency (NIA), Chulalongkorn University Faculty of Political Science, Chiang Mai University School of Public Policy, Mahidol University College of Management, Thammasat Institute of Area Studies (TIARA), the Science, Technology and Innovation Policy Institute (STIPI) of King Mongkut’s University of Technology Thonburi, the Strategic Foresight Program at the National Institute of Development Administration (NIDA), the Program Management Unit on Area-Based Development (PMU-A), and Chiang Mai University’s Multidisciplinary and Interdisciplinary School (MIDS).

The event also launched HORIZON 2030, an initiative to develop a report guiding Thailand’s higher education, science, research, and innovation policies. The report will explore trends, scenarios, and policy recommendations for the future.

Experts from member organizations further shared their perspectives on applying foresight to shape Thailand’s long-term direction. Their contributions emphasized the creation of a “Future Compass” to guide the nation toward sustainable development, global competitiveness, and resilience in the face of economic, social, security, and innovation challenges.

The establishment of the Thailand Foresight Alliance represents a significant milestone in uniting the expertise of leading organizations, equipping Thailand to apply foresight more effectively in national planning and to advance a sustainable future.
