On 16 January 2026, Mr. Surasak Phancharoenworakul, Minister of Higher Education, Science, Research and Innovation (MHESI), presided over the meeting of NXPO Executive Board. The meeting reviewed NXPO’s performance for the first quarter of Fiscal Year 2026, covering the period from October to December 2025.

At the meeting, Assoc. Prof. Dr. Soranit Siltharm, NXPO Board Member and Chair of the Subcommittee on the Performance Evaluation of the Executive Director, presented a performance report based on the evaluation framework of the Office of the Public Sector Development Commission (OPDC). The report also included the performance assessment of the Program Management Units (PMUs).

Dr. Soranit noted that the first-quarter performance demonstrated systematic progress in advancing policies on higher education, science, research, and innovation. NXPO continues to play a strategic role in supporting Thailand’s development priorities, including efforts to escape the middle-income trap, strengthen the social sciences, humanities, and arts, reduce greenhouse gas emissions, increase the proportion of high-skilled labor, and enhance the overall efficiency of the national higher education, science, research, and innovation system.

The evaluation covered key dimensions of operational efficiency, organizational effectiveness, and good governance. During the reporting period, NXPO developed policy mechanisms, programs, and decision-support platforms, while aligning policy implementation with the development of target industries, future industries, and national competitiveness. These efforts also contribute to advancing the Sustainable Development Goals (SDGs), particularly carbon neutrality and greenhouse gas emission reduction, strengthening the research and innovation ecosystem, and translating policy outputs into practical applications across sectors.


In addition, Dr. Soranit reported on the assessment results of joint key performance indicators (KPIs), especially those related to collaboration with agencies within the higher education and science system, the application of policy outputs in practice, and the advancement of international cooperation. Progress in these areas was in line with the proposed implementation plans.
Dr. Soranit also presented the performance results of the funding management units under NXPO, namely the Program Management Unit for Competitiveness (PMU-C), the Program Management Unit for Human Resources Development and Institutional Development, Research and Innovation (PMU-B), and the Program Management Unit on Area-Based Development (PMU-A). The assessment indicated progress in fund management efficiency, effectiveness in driving research and innovation, and adherence to good governance principles. Overall performance was consistent with established goals and plans.

The Executive Board acknowledged the reported performance outcomes, which will serve as important inputs for guiding the future direction of NXPO’s policy implementation.
