MHESI-NXPO signs partnership agreement to develop databases and indicators for a low-carbon economy

On 17 July 2025, Assoc. Prof. Wongkot Wongsapai, Vice President of NXPO, participated in the signing ceremony of a Memorandum of Understanding (MoU) on the development of databases and indicators to support a low-carbon economy. The agreement was signed by ten partner organizations: the National Science and Technology Development Agency (NSTDA), the Office of the National Economic and Social Development Council (NESDC), the National Statistical Office (NSO), the Office of Natural Resources and Environmental Policy and Planning (ONEP), the Department of Climate Change and Environment (CCE), the Department of Industrial Promotion (DIP), the Thailand Greenhouse Gas Management Organization (TGO), the Federation of Thai Industries (FTI), the Thailand Environment Institute Foundation (TEI), and NXPO.

The MoU aims to establish infrastructure, databases, and environmental indicators that will support Thailand’s sustainability transition—focusing on greenhouse gas (GHG) emissions, the circular economy (CE), and the Sustainable Development Goals (SDGs). These efforts align with the 13th National Economic and Social Development Plan.

In his remarks, Assoc. Prof. Wongkot highlighted NXPO’s role in shaping national policy for higher education, science, research, and innovation. He noted that NXPO has launched several key initiatives in support of the circular economy and climate action, including CE Vision 2030, a white paper developed in collaboration with the Thai Sustainable Consumption and Production Network (THAI-SCP) through the CE Forum. Another major initiative is the Green Enterprise Indicator (GEI), currently under review for adoption as a national standard. GEI is designed to link enterprises with enabling ecosystems—such as innovation support and ESG integration—facilitating the transition to circular operation, emission reduction, and the development of green supply chains.

Assoc. Prof. Wongkot reaffirmed that NXPO’s ongoing efforts are well-aligned with the goals of this multi-agency partnership. The collaboration will further strengthen the development of strategic databases and indicators that support Thailand’s shift toward a low-carbon economy. As the secretariat of the National Higher Education, Science, Research and Innovation Policy Council—chaired by the Prime Minister—NXPO plays a central role in coordinating cross-sectoral initiatives to achieve shared targets. The low-carbon economy is a flagship priority under the higher education, science, research and innovation agenda, which includes a target of reducing greenhouse gas emissions by 10 million tons of CO₂ equivalent.

“The development of comprehensive, science-based databases and indicators under this MoU will be a key enabler for advancing the circular and low-carbon economy. It will also enhance Thailand’s competitiveness in a global market that increasingly applies stringent trade and sustainability measures,” said Assoc. Prof. Wongkot.
