This proposal has\u00a0recently\u00a0been approved by\u00a0the National Higher Education, Science, Research and Innovation Policy Council (Policy Council).\u00a0<\/li><li><strong>Thai\u00a0Bayh-Dole Act.<\/strong>\u00a0The\u00a0Thai\u00a0Bayh-Dole Act\u00a0will\u00a0give institutions the right to claim title to inventions made with government funding, the power to manage their IPs and the freedom to negotiate licensing terms that would best encourage the commercialization of technology.\u00a0This bill is expected to boost the transfer of technology from\u00a0the\u00a0public sector to industry and promote technology and innovation utilization.\u00a0The draft bill\u00a0is currently\u00a0in the legislative process.\u00a0<\/li><li><strong>Easing\u00a0government procurement\u00a0regulations.\u00a0<\/strong>NXPO has proposed a revision to the government procurement regulations, particularly on the items pertaining to research and development. The revised regulations will\u00a0expedite\u00a0the procurement of materials and services used in research activities.\u00a0This proposal has recently been approved by the Policy Council.\u00a0<\/li><li><strong>Holding company mechanism.<\/strong>\u00a0This mechanism will allow\u00a0any university and research institute\u00a0to\u00a0establish a holding\u00a0company, operating as a private entity which will enable flexibility, agility and business-driven decision making, as well as facilitate spinoff companies.\u00a0The mechanism is expected to promote commercialization of research and innovation in public universities and research agencies.\u00a0<\/li><li><strong>Innovation\u00a0sandbox.<\/strong>\u00a0Innovation\u00a0sandbox provides an environment wherein new technologies can be safely tested under the strict supervision of the regulators, without being required to abide by full regulatory requirements. It will allow cutting-edge technologies as well as a highly skilled workforce to be fully developed, while public safety and privacy can be safeguarded, and any implication can be carefully examined so that proper measures and laws can be put in place.
