On 26 October 2026, Prof. Dr. Yodchanan Wongsawat, Minister of Higher Education, Science, Research and Innovation (MHESI), chaired the Meeting of the NXPO Executive Board. Dr. Surachai Sathitkunarat, President of NXPO, served as a board member and secretary. The meeting focused on strengthening Thailand\u2019s policy development system and research funding mechanisms to support long-term national development.<\/p>\n\n\n

Prof. Dr. Yodchanan emphasized the importance of aligning the Higher Education Plan with the Science, Research and Innovation (SRI) Plan and clearly communicating NXPO\u2019s role and policy development processes. This would enable stakeholders across sectors to contribute information and participate continuously in shaping national policies. He also highlighted systems thinking as a framework for connecting local needs with national priorities and adapting policies to changing circumstances.<\/p>\n\n\n\n

He proposed exploring long-term research funding mechanisms spanning five to ten years, including large-scale grants for research with the potential to achieve major breakthroughs. Such funding would enable researchers to plan their work over the long term and develop in-depth knowledge. Other proposals included exploring ways to connect philanthropic funding with research support and using digital systems to streamline the disbursement of research funds. International practices would also be studied to inform proposals for submission to the National Higher Education, Science, Research and Innovation Policy Council.<\/p>\n\n\n

The meeting reviewed NXPO\u2019s performance against its 2026 indicators, covering policy development, the utilization of research and policy outputs, and the translation of policies into practice. The board recommended placing greater emphasis on measurable outcomes and monitoring policy implementation, alongside the number of proposals developed. It also called for indicators to assess management performance and budget disbursement against approved plans.<\/p>\n\n\n

The meeting approved NXPO\u2019s operational plan and budget for fiscal year 2027, covering green industry development, strategic technology advancement, strengthening small and medium-sized enterprises (SMEs) and the grassroots economy, promoting the health economy, and developing cities and regions. It also recommended accelerating the adoption of AI and digital technologies to integrate databases, improve organizational efficiency, and strengthen policy development.<\/p>\n\n\n

In addition, Dr. Surachai shared key insights from his participation in the Science and Technology in Society Forum (STS Forum) in Kyoto, Japan. Discussions highlighted the importance of building public trust in science, fostering international collaboration, strengthening AI governance and research security, and harnessing technology for sustainable development. He identified several areas in which Thailand could build on these discussions, including expanding research collaboration and researcher mobility, preparing for advances in AI and other emerging technologies, and developing economic and financial mechanisms based on natural capital. These efforts would help ensure that technological progress is supported by effective policy frameworks and appropriate funding mechanisms.<\/p>\n\n\n\n
