On 9 October 2026, Prof. Dr. Surin Khomfoi, Vice President of NXPO, delivered the opening remarks at a stakeholder consultation meeting on draft measures and incentives to promote individual skills development (personal incentives). The meeting was held as part of a research project examining personal incentives to support skills development in response to investment needs and advances in innovation and technology. It brought together representatives from government agencies, the private sector, educational institutions, training providers, and experts to exchange views on the proposals. NXPO plays a key role in promoting workforce development to support the transition to a knowledge-based and innovation-driven economy, with the goals of increasing the proportion of high-skilled workers and improving national productivity. To this end, NXPO is exploring measures and incentives that enable people to access skills development opportunities directly and equitably.<\/p>\n\n\n

In his remarks, Prof. Dr. Surin noted that Thailand is transitioning toward an economy driven by knowledge, innovation, and technology. This transition presents challenges not only in industry and investment but also in workforce quality. The country’s long-term competitiveness depends on people’s ability to learn, adapt, and develop their skills in response to technological change.<\/p>\n\n\n\n

The transition to an intelligent workforce economy is therefore an important pathway to higher productivity and stronger national competitiveness. Key targets include increasing the proportion of the effective high-skilled labor force from 15% to 22% and raising total factor productivity (TFP) by 5%. Both are important to increasing gross domestic product (GDP) and sustaining economic growth.<\/p>\n\n\n

NXPO has continued to work with relevant agencies to promote workforce development through initiatives such as the BOI STEM++ project, in collaboration with the Thailand Board of Investment (BOI), and the Thailand Skill Bridge project, which supports skills development aligned with industrial demand. To broaden access to skills development, NXPO is also supporting research into measures and incentives for individual skills development. The study examines industrial skills needs, promotes upskilling and reskilling through lifelong learning, and develops policy recommendations to ensure that workers have broad and equitable access to opportunities for personal development. These efforts aim to prepare Thailand’s workforce for the growth of an innovation-driven economy.<\/p>\n\n\n

The consultation meeting provided an important platform for stakeholders across sectors to share their perspectives on the draft proposals.
