Joining Dr. Saravanee were Nadia Hadad, Executive Director of Madani; Farwiza Farhan, Director of HaKa; and Wicaksono Gitawan, Program and Policy Manager at CERAH. The session was moderated by Arti Indallah Tjakranegara, Programme Development Manager for Climate Justice at Humanis.

Dr. Saravanee outlined how Thailand’s innovation system supports climate action through institutional structures, higher education, science, research and innovation strategies, thematic priorities, and area-based initiatives. The system also includes funding mechanisms under the Science, Research and Innovation Fund, which provides support through programs tailored to specific objectives, including the Strategic Fund and Fundamental Fund. These funding mechanisms are administered by the Thailand Science Research and Innovation (TSRI).

She also highlighted NXPO’s initiatives to accelerate the application of higher education, science, research and innovation in addressing challenges and strengthening cross-sector collaboration. Stakeholder engagement, including community participation, is integrated throughout the process, from planning to workshops, to ensure that key stakeholders have opportunities to contribute continuously. In some initiatives, communities are also direct beneficiaries, particularly through efforts to promote appropriate technology. Examples include Net Zero Campus and Saraburi Sandbox, which seek to strengthen public-private partnerships (PPPs) and drive tangible progress through collaboration among government, the private sector, and other relevant stakeholders.

Dr. Saravanee emphasized that the success of climate finance initiatives in advancing climate justice should not be measured solely by the number of projects supported or the amount of grant funding allocated. Rather, greater attention should be given to prioritizing pressing challenges and assessing whether interventions deliver meaningful outcomes that address actual needs. This requires system analysis to understand the interconnections among relevant factors and identify constraints and barriers to effective solutions. It is equally important to consider the entire policy cycle, from problem identification and policy design to implementation, monitoring, evaluation, and the continuous improvement of policies and action plans.

Dr. Saravanee concluded that an innovation system capable of addressing challenges and meeting community needs must be grounded in a thorough understanding of, and empathy for, stakeholders at every level, from policymakers to local communities. Taking their circumstances and needs into account helps ensure that policies, technologies, and support mechanisms respond to real-world challenges. This approach can strengthen the connection between policy formulation and local problem-solving, enabling innovation to deliver more effective and sustainable outcomes.

The second panel, titled “Regional Coordination and Cross-Regional Solidarity for International Cooperation on Phasing Out of Fossil Fuels,” was organized by the Fossil Fuel Treaty Initiative, Climate Action Network Southeast Asia, Oxfam International Asia, and the Asian Peoples’ Movement on Debt and Development.

The discussion provided a platform for exchanging information on national energy transition plans, hearing perspectives from Pacific island countries affected by climate change, and fostering international cooperation. It also served as a preparatory forum for major international meetings, including the 31st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP31) and the Second Conference on Transitioning Away from Fossil Fuels, scheduled to take place in Tuvalu in 2027.

Participants discussed the energy transition challenges facing developing countries in Asia, including access to development finance, energy security, shifts in global energy markets, and the effects of geopolitical developments on national energy systems. They also exchanged views on the roles of renewable energy and clean energy technologies in strengthening long-term energy security. Representatives from Sri Lanka, Cambodia, Indonesia, and Thailand joined the discussion, which covered national energy transition planning, international cooperation under the United Nations Framework Convention on Climate Change (UNFCCC) and other multilateral frameworks, investment mobilization, and regional collaboration ahead of COP31 and other future international meetings.

Dr. Saravanee shared Thailand’s approach to advancing the energy transition, highlighting the role of the higher education, science, research and innovation system in supporting workforce development and infrastructure within MHESI’s remit. Universities play a key role in generating knowledge, developing innovations, and transferring knowledge and best practices to local communities. She further stressed that workforce readiness must advance alongside the development of energy infrastructure and technologies. Developing future-ready and green skills is essential to supporting emerging energy and low-carbon technologies, including small modular reactors (SMRs), carbon capture, utilization and storage (CCUS), and green hydrogen. These efforts contribute to Thailand’s broader strategy to achieve its greenhouse gas emissions reduction targets under its Nationally Determined Contribution (NDC 3.0).

<div
