NXPO organized a workshop on the development of the 2028\u20132032 Higher Education, Science, Research and Innovation Policy and Strategy Framework on 24 August 2026, at Eastin Grand Hotel Sathorn Bangkok. The workshop brought together the NXPO team, led by Dr. Surachai Sathitkunarat, President of NXPO, and representatives from the Office of the Permanent Secretary, Ministry of Higher Education, Science, Research and Innovation (MHESI), and the Thailand Science Research and Innovation (TSRI) to exchange views and jointly develop the framework.<\/p>\n\n\n

The workshop formed part of the framework development process, which adopts the Mission-Oriented Innovation Policy (MOIP) approach to transform the country\u2019s major challenges into clearly defined missions with specific, tangible objectives and clear timelines. It also emphasizes the coordinated use of multiple policy instruments to achieve shared goals and establish common objectives for cross-agency and cross-ministerial collaboration. In particular, the approach seeks to strengthen integration between the higher education system and the science, research and innovation system, enabling the them to respond more systematically to the country\u2019s development needs.<\/p>\n\n\n

During the workshop, participants jointly developed missions based on the Theory of Change (TOC). The process began with defining the problems and setting objectives for each mission, identifying target groups and key stakeholders, and analyzing gaps, bottlenecks, and the conditions necessary to achieve the intended outcomes. Participants then identified high-impact intervention points and designed appropriate policy measures. The workshop provided a collaborative process for examining the challenges the country seeks to address, the desired outcomes by 2032, the sectors and stakeholders involved in driving change, and the bottlenecks, enabling conditions, and policy instruments required to advance each mission. The outcomes will serve as important inputs for further developing the 2028\u20132032 Higher Education, Science, Research and Innovation Policy and Strategy Framework, with the aim of establishing clear linkages between policy formulation, planning, and implementation toward shared national goals.<\/p>\n\n\n\n

This effort reflects a shift in the role of the higher education, science, research and innovation system\u2014from supporting capacity development within individual sectors toward leveraging higher education, science, research and innovation as a key mechanism for addressing national challenges and creating new opportunities for the country. This approach seeks to align policymaking, resource allocation, and the operations of relevant agencies toward tangible, shared outcomes under clearly defined missions.<\/p>\n","protected":false},"excerpt":{"rendered":"
