On 26 August 2026, Dr. Surachai Sathitkunarat, President of NXPO and Executive Director of the APEC Center for Technology Foresight (APEC CTF), delivered a lecture on \u201cDigital Foresight\u201d as part of the AI Strategy Management program organized by the Institute of Research and Development for Public Enterprises (IRDP) at The Landmark Bangkok Hotel. The program aims to strengthen the AI strategy management and leadership capabilities of senior executives from government agencies, state-owned enterprises, and the private sector.<\/p>\n\n\n

Dr. Surachai introduced the Ministry of Higher Education, Science, Research and Innovation (MHESI), outlining its organizational structure, which comprises departmental-level government agencies, state-owned enterprises, public organizations, and public higher education institutions. NXPO is an agency under the supervision of MHESI and serves as a central policy agency responsible for planning, setting strategic directions, and advancing Thailand\u2019s national policies in higher education, science, research, and innovation.<\/p>\n\n\n\n

NXPO also serves as the host of the APEC Center for Technology Foresight (APEC CTF), established in 1998. The Center supports policymaking through the application of foresight tools to inform policy decisions, fosters regional cooperation through APEC networks and international partnerships, builds foresight capacity, and applies foresight approaches to help economies prepare for future changes.<\/p>\n\n\n

Dr. Surachai highlighted emerging trends that are shaping the future, emphasizing that a good strategy does not begin with technology, but with an understanding of the signals that indicate where the future may be heading. These signals can include emerging technologies, economic trends, changing consumer behavior, environmental and social developments, as well as evolving policies and regulations. Digital foresight enables executives not only to keep pace with technological change, but also to identify and make informed choices about the future they want their organizations to create.<\/p>\n\n\n\n

He provided an overview of AI and business trends for 2026\u20132030, noting that AI and digital technologies are expected to evolve from near-term applications toward frontier technologies with potentially far-reaching impacts. These developments will affect multiple dimensions, including regulations, data governance and trust, workforce-related risks, digital infrastructure, and work processes. AI is also increasingly being applied to policymaking, supporting the scanning of future signals, trend analysis, and policy formulation.<\/p>\n\n\n

Dr. Surachai introduced the Future Cone, a foresight framework that illustrates the range of futures that may emerge from the present. These include the Projected Future, based on existing trends; the Plausible Future, grounded in current knowledge; the Possible Future, drawing on knowledge about potential future developments; the Preposterous Future, representing futures that may appear impossible today; the Probable Future, referring to the future considered most likely to occur; and the Preferable Future, representing the future that we want to create.<\/p>\n\n\n

\u201cForesight is not about prediction; it is a strategic approach to exploring possible futures. It examines signals, trends, drivers, and uncertainties while asking strategic questions that help identify risks, opportunities, and choices, enabling us to prepare for and design the future we want,\u201d Dr. Surachai explained.<\/p>\n\n\n\n

The foresight process comprises 1) Horizon Scanning, 2) Scenario Planning, and 3) Strategic Direction. The selection of foresight tools should correspond to the problem being addressed, the degree of uncertainty, and the objectives of the analysis. Foresight methods can be categorized into 1) Evidence-Based, 2) Creativity-Based, 3) Expertise-Based, and 4) Interaction-Based approaches. The most effective approach is often to combine different methods according to the level of uncertainty and the nature of the issue under analysis.<\/p>\n\n\n

Dr. Surachai also emphasized that digital technologies and AI can enhance the foresight process, beginning with the scanning and analysis of information from multiple sources. These technologies can help detect weak signals at an early stage, categorize and summarize key trends, compare information across disciplines and contexts, and synthesize a broader picture of emerging developments. NXPO has applied AI in its foresight activities and is currently developing its own digital foresight platform. The use of AI can expand the scope of signal detection, provide a more comprehensive view of potential futures, and strengthen decision-making.<\/p>\n\n\n\n

Dr. Surachai further introduced the Thailand Foresight Alliance, comprising 12 organizations whose missions are related to foresight in Thailand. The Alliance aims to help shape policy directions that respond to the country\u2019s future needs while strengthening a national foresight ecosystem. It connects expertise from policy agencies, academic institutions, research organizations, and specialists across disciplines to collectively transform future signals into strategic policy recommendations for Thailand.<\/p>\n\n\n
