On 19 August 2026, NXPO, in collaboration with the Office of the Permanent Secretary, Ministry of Higher Education, Science, Research and Innovation (MHESI), organized a focus group meeting on the \u201cDraft Higher Education Plan for Workforce Development 2028\u20132032.\u201d <\/strong>The meeting brought together more than 100 executives and representatives from over 50 higher education institutions nationwide to exchange views and help shape the direction of Thailand\u2019s higher education development under the vision: \u201cHigher education builds knowledge, enhances human capital, and drives sustainable social and economic development for Thailand.\u201d<\/strong><\/p>\n\n\n

Prof. Dr. Surin Khomfoi, Vice President of NXPO, presented the direction and framework for developing Thailand\u2019s high-skilled workforce, emphasizing the goals of creating a new growth engine and achieving productivity uplift through a workforce-driven economy. The strategy aims to increase the proportion of high-skilled workers to enhance Thailand\u2019s economic productivity and GDP. Particular emphasis is placed on workforce development for strategic industries, including semiconductors and advanced electronics, future food, electric vehicles (EVs), and artificial intelligence (AI).<\/strong> He also highlighted the \u201cSiam Silica Framework,\u201d<\/strong> a workforce and ecosystem development framework designed to strengthen Thailand\u2019s semiconductor industry and support the attraction of foreign direct investment (FDI). This initiative is being pursued alongside efforts to develop the future food industry, which is expected to require more than 37,000 specialized workers over the next five years.<\/p>\n\n\n

Mr. Chakkrit Limpisathian, Director of the Higher Education Policy and Planning Group, Office of the Permanent Secretary, MHESI, explained the importance of the Higher Education Plan for Workforce Development 2028\u20132032, including the procedures for proposing the plan and the relevant governance mechanisms under the Higher Education Act B.E. 2562 (2019).<\/p>\n\n\n

Dr. Tidarat Komolwanich, Director of the Manpower Development Strategy and Policy Division at NXPO, presented an overview of the current higher education landscape and expectations for the role of higher education institutions in driving national development. She also outlined the guiding principles for developing the Higher Education Plan for 2028\u20132032.<\/p>\n\n\n

The Draft Higher Education Plan for 2028\u20132032 comprises three key strategic pillars:
\u2022 High-skilled Workforce: Developing a high-skilled workforce through flexible curricula that respond to labor-market needs while expanding access to lifelong learning opportunities.
\u2022 University Transformation: Transforming universities toward Education 6.0, emphasizing holistic learning and collaboration between humans and machines, while establishing an innovation ecosystem connected to end users.
\u2022 Facilitation Agency: Transforming the role of facilitating agencies in resource management and developing more agile mechanisms.<\/p>\n\n\n\n

During the final session, participants exchanged views on approaches to designing implementation mechanisms for the key programs under each strategic pillar. The feedback and recommendations gathered from stakeholders will be incorporated into the Draft Higher Education Plan for Workforce Development 2028\u20132032 to ensure that the plan reflects Thailand\u2019s changing national context, future workforce needs, and the evolving role of higher education in driving sustainable economic and social development.<\/p>\n\n\n\n
