On 21 August 2026, Prof. Dr. Supachai Pathumnakul, Permanent Secretary of the Ministry of Higher Education, Science, Research and Innovation (MHESI), chaired a meeting of the NXPO Executive Board. Dr. Surachai Sathitkunarat, President of NXPO, attended the meeting as a board member and secretary.<\/p>\n\n\n

At the meeting, Dr. Surachai presented an update on NXPO\u2019s initiative to promote innovation-driven enterprises (IDEs), including policies and measures to increase the number of IDEs with average annual revenues of at least THB 1 billion to 1,000 companies by 2027, known as the 1,000 \u00d7 1,000 target, under the 2023\u20132027 Higher Education, Science, Research and Innovation Policy and Strategy Framework. The discussion also focused on gaps in access to government support measures and the challenges faced by IDEs, with the aim of developing mechanisms that enable these enterprises to become a key driver of Thailand\u2019s innovation economy.<\/p>\n\n\n

Dr. Karantarat Nakwa, Assistant to the President of NXPO, reported that 688 IDEs currently have annual revenues of at least THB 1 billion, representing 68.8% of the 1,000 \u00d7 1,000 target. Meanwhile, a survey of government support measures involving 3,300 companies found that only 897 had participated in government support programs. Most participating companies were small enterprises. By contrast, companies that had not accessed existing support measures were predominantly medium-sized and larger enterprises that had been operating for more than 10 years. These findings suggest that current measures remain largely focused on early-stage businesses, creating a gap in support for high-potential companies during the growth stages.<\/p>\n\n\n\n

The findings also indicate that the challenges facing IDEs extend beyond access to finance. Key barriers include the complexity of government support mechanisms, difficulties in expanding into international markets, compliance with international standards, and shortages of high-skilled personnel, particularly in technology-related fields.<\/p>\n\n\n\n

To address these challenges, NXPO has proposed three policy recommendations:<\/p>\n\n\n\n

    \n
  1. Establish a comprehensive support pathway covering all stages of business growth, from the early stage through expansion and scaling, enabling businesses to develop into globally competitive enterprises.<\/li>\n\n\n\n
  2. Provide targeted support for specific groups and tailored support packages that address the constraints and needs of individual industries. For example, high-growth firms seeking to enter international markets may require assistance with standards and regulations and international partnerships.<\/li>\n\n\n\n
  3. Streamline government support through integrated digital platforms to reduce the administrative burden on businesses. This could include a single-submission mechanism, data sharing among agencies, reduced duplication of forms and documentation, and seamless integration of processes across government agencies. Such improvements would make support measures easier and faster to access while enabling more effective monitoring of outcomes.<\/li>\n<\/ol>\n\n\n\n

    For the next phase of IDE monitoring, NXPO plans to upgrade its existing system from IDE Monitoring to IDE Data Infrastructure. The new system will provide centralized data infrastructure to facilitate continuous data integration and enable more effective use of data for policymaking. The centralized database will support functions such as tracking the status and growth trajectories of IDEs and their history of receiving government support. It will also enable NXPO to monitor the number and geographic distribution of IDEs, identify groups of businesses that have not yet accessed government support, and detect overlaps among existing measures. This will provide a stronger evidence base for designing policies and allocating resources more strategically.<\/p>\n\n\n

    NXPO has also developed and advanced several measures and mechanisms to promote IDEs and address critical barriers to their growth:<\/p>\n\n\n\n

      \n
    1. University Holding Companies (UHCs) and the UHC Consortium to leverage university capabilities and co-investment mechanisms to help deep-tech startups and university spin-offs grow and enter the market.<\/li>\n\n\n\n
    2. Dedicated mechanisms for high-growth firms (HGFs) that address bottlenecks faced by high-potential businesses and enable them to scale more effectively.<\/li>\n\n\n\n
    3. Offset Policy, which establishes conditions for developing domestic capabilities in science, research, and innovation through government procurement from foreign sources. The policy has been approved by the Cabinet, and relevant legislation is currently being revised.<\/li>\n\n\n\n
    4. A proposed 300% corporate income tax deduction for expenditures on research and development, technology, and innovation to incentivize greater private-sector investment in R&D. The measure has been proposed for implementation during 2026\u20132029. The National Higher Education, Science, Research and Innovation Policy Council approved the proposal on 1 December 2025, and NXPO is currently preparing to submit it to the Cabinet.<\/li>\n\n\n\n
    5. A proposed Royal Decree providing tax deductions for expenses related to experiential learning conducted through collaboration between higher education institutions and businesses. The measure aims to encourage stronger university\u2013industry collaboration in developing a future-ready workforce aligned with industry needs. NXPO has submitted the proposal to the Revenue Department, where it is currently under consideration prior to its subsequent submission to the Cabinet.<\/li>\n\n\n\n
    6. Expansion of Talent Mobility to provide greater opportunities for personnel in science, research, and innovation to work in the private and social sectors. NXPO plans to expand the mechanism to additional groups, including postdoctoral researchers, post-master\u2019s graduates, and scholarship recipients who have not yet been affiliated with an organization. The expansion is intended to accelerate the development of technology and innovation and strengthen Thailand\u2019s competitiveness.<\/li>\n<\/ol>\n\n\n

      The meeting provided recommendations on the future direction and mechanisms for promoting IDEs. A key area of consensus was the need to clearly identify priority industries in which IDEs should be developed. Different industries have different requirements in terms of technology, markets, talent, research capabilities, and government support. Therefore, support should not be distributed uniformly across all industries. Instead, priorities should be determined based on business readiness, growth potential, and potential national impact. One possible approach is to begin with two to three industries in which Thailand already has a strong foundation and significant potential for economic impact. Their specific challenges, barriers, and needs could then be examined in depth. The findings could inform the design of policy packages, support measures, and tools tailored to the actual requirements of each industry. A targeted, industry-specific approach is expected to make the development and scaling of IDEs more tangible and effective.<\/p>\n\n\n\n

      The meeting also recommended an in-depth analysis of why many high-potential businesses have not yet entered the government support system. Their needs may extend beyond funding and tax incentives to include access to research and technology, markets, and talent. These factors can be critical to increasing revenues and accelerating business growth. In addition, each support measure should have clear targets and performance indicators, including measurable expectations regarding its contribution to increasing the number of IDEs or accelerating business growth over a two- to five-year period. This would enable more effective performance assessment and continuous policy refinement.<\/p>\n\n\n\n

      In conclusion, Dr. Surachai stated that NXPO would take the recommendations from the meeting forward for further study and develop more targeted and in-depth support mechanisms for IDEs before presenting the proposals to the Executive Board for further consideration. The ultimate goal is to harness capabilities, research, technology, talent, and government support mechanisms to enable IDEs to scale up, integrate into global supply chains, and compete successfully in international markets.<\/p>\n\n\n\n
