On 2 July 2026, NXPO, in collaboration with AIS Academy and IRIS Consulting Co., Ltd., officially launched the Thailand AI Readiness Index (TARI)\u2014Thailand’s first AI readiness assessment framework for organizations. TARI is designed to help organizations assess their AI capabilities, identify areas for improvement, and develop targeted strategies for AI adoption. Organizations across all industries are invited to participate in the assessment and contribute to a national benchmarking database, with the goal of strengthening AI readiness across Thai enterprises and accelerating the country’s transition to an AI-driven economy.<\/p>\n\n\n

The launch event featured a keynote address by Prof. Dr. Yodchanan Wongsawat, Deputy Prime Minister and Minister of Higher Education, Science, Research and Innovation, on “Thailand’s Vision for AI Development.” Minister Yodchanan emphasized that AI has become a critical driver of national development across the economy, industry, innovation, and workforce development. He noted that enabling Thai organizations to adopt AI effectively will be a key mechanism for enhancing the country’s long-term competitiveness. The TARI initiative therefore plays an important role in providing a systematic understanding of the current level of AI readiness among Thai organizations. The resulting data will provide an important evidence base for the government to design targeted policies and support measures while helping businesses plan their transition toward an AI-driven economy.<\/p>\n\n\n

Prof. Dr. Supachai Pathumnakul, Permanent Secretary of MHESI, highlighted TARI as an important and highly beneficial project that will strengthen collaboration among the higher education sector, industry, and MHESI. He noted that AI is already having a profound impact on industries and organizations across the country and reaffirmed MHESI’s commitment to fully supporting the initiative as part of Thailand’s journey toward an innovation- and digital-driven economy.<\/p>\n\n\n

Ms. Kantima Lerlertyuttitham, Deputy Chief Executive Officer at AIS, said that Thailand is approaching a critical milestone in its transition to an AI-driven economy. AI is transforming not only the way people work but also the country’s competitiveness. The key challenge now is how Thailand can prepare its workforce, organizations, and society to harness AI for greater productivity and economic growth. She noted that many organizations today are not constrained by a lack of AI technologies, but rather by uncertainty about their own level of readiness\u2014where to begin, whether to prioritize workforce development, data readiness, or business process transformation, and how AI can be deployed to deliver tangible business outcomes.<\/p>\n\n\n\n

“Based on AIS’s experience in driving AI transformation across the organization\u2014including AI literacy development, workforce readiness, enterprise-wide upskilling, and the development of AI-enabled products and services for enterprise customers\u2014we have learned that successful AI transformation begins with understanding an organization’s readiness in terms of its people, skills, data, business processes, and organizational culture, rather than focusing solely on technology investment.”<\/p>\n\n\n\n

“AIS joined forces with leading partners to develop TARI as an assessment tool that enables organizations to evaluate their AI readiness, identify capability gaps, and chart an effective path toward AI adoption. We believe TARI will become a key mechanism for helping Thai organizations\u2014and Thailand as a whole\u2014advance confidently into the AI economy,” Ms. Kantima concluded.<\/p>\n\n\n

Dr. Surachai Sathitkunarat, President of NXPO, stated that one of the key challenges in formulating AI policy is the availability of sufficient, reliable data that accurately reflects the AI readiness of Thai organizations. At present, information on AI adoption is fragmented and does not provide a systematic overview across industries. TARI therefore serves as a common AI readiness assessment framework, enabling organizations across sectors to better understand their current level of preparedness. Aggregated data generated through TARI will be used to analyze AI readiness trends and design policy measures tailored to the specific needs and contexts of different industries. At the same time, NXPO will ensure that all project data are managed with the highest standards of governance, providing confidence to participating organizations while enabling the data to be used effectively for evidence-based policymaking.<\/p>\n\n\n

“NXPO will serve as the lead agency responsible for AI policy and data governance under the project. The findings will support national policy planning and AI workforce development strategies, while all project data will be managed in compliance with applicable laws, regulations, and governance standards,\u201d explained Dr. Surachai.<\/p>\n\n\n

Mr. Boriwat Pinpradab, Chairman of IRIS Consulting, said that the company’s experience working with organizations across a wide range of industries has revealed a common challenge. While many organizations are committed to adopting AI, they remain uncertain about where to begin. Even organizations that have already launched AI initiatives often struggle to scale them into organization-wide business outcomes. Therefore, a standardized AI readiness assessment tool is essential. He added that IRIS is proud to work along side government agencies, policymakers, and leading private-sector organizations to develop TARI as a strategic framework that helps organizations identify their development priorities while establishing a national AI readiness standard aligned with international best practices and tailored to Thailand’s context.<\/p>\n\n\n

The launch event also featured a panel discussion titled “How Ready Are Thai Organizations for the AI Era?”, with Ms. Panisa Harnpathananun, Senior Director of the Higher Education Innovation and Future Skills Development Division at NXPO, among the panelists. Ms. Panisa highlighted the key drivers of AI readiness, covering AI ecosystem and infrastructure development, workforce development, stronger alignment between workforce development and industry needs, and enabling policy and governance. She noted that reliable evidence on Thailand’s AI readiness will enable the country to advance toward precision, data-driven policymaking across three strategic dimensions: human capital, technology, and ecosystem.<\/strong><\/p>\n\n\n

TARI has been designed to assess AI readiness at three levels\u2014organization, functional unit, and individual. The framework evaluates organizational AI readiness across eight pillars: 1) AI Strategy and Leadership, 2) Data Foundation, 3) Technology and Infrastructure, 4) AI Talent and Workforce, 5) Governance and Risk, 6) Use Cases and Value, 7) Culture and Change, and 8) Adoption and Impact. The framework is built around three key stages:
\u2022 Measure \u2013 Enables organizations to gain a comprehensive understanding of their AI readiness by identifying strengths, capability gaps, and priority areas for improvement.
\u2022 Benchmark \u2013 Allows organizations to compare their AI readiness against industry peers and national benchmarks, helping prioritize investments and development efforts for maximum impact.
\u2022 Activate \u2013 Translates assessment results into actionable implementation plans, covering workforce development, business process transformation, technology adoption, and the development of an AI ecosystem tailored to each organization’s needs.<\/p>\n\n\n\n

More than 40 leading organizations from a wide range of industries have already expressed interest in joining the initiative as pioneer participants. The program will subsequently expand to SMEs and organizations across other sectors. It aims to engage at least 5,000 organizations in its first year and more than 20,000 organizations in subsequent phases. Ultimately, TARI seeks to enable businesses of all sizes to harness AI effectively, create tangible business value, and achieve sustainable growth in the AI-driven economy.<\/p>\n\n\n\n
