The project aims to assess and prioritize technologies needed to address climate change in Thailand, identify pathways for integrating TNA outcomes into national policy, and provide a platform for stakeholders across sectors to exchange perspectives on translating technology assessments into tangible impacts.<\/p>\n\n\n

<\/figure>\n<\/div>\n\n\nThe event was officially opened by Prof. Dr. Yodchanan Wongsawat, Deputy Prime Minister and Minister of Higher Education, Science, Research and Innovation (MHESI), who delivered a keynote address entitled “Building Thailand’s New Future: From Technology Needs Assessment to a Sustainable and Globally Competitive Transition.”<\/p>\n\n\n\n
In his keynote address, Minister Yodchanan emphasized that climate change is no longer a challenge for the future but an urgent issue confronting Thailand today. Its impacts extend across multiple sectors\u2014including energy, agriculture, water management, urban development, public health, human security, and national economic competitiveness. He stressed that Thailand needs technologies that are practical, scalable, investable, and aligned with the country’s long-term development goals.<\/p>\n\n\n

<\/figure>\n<\/div>\n\n\nMinister Yodchanan also highlighted MHESI’s critical role in ensuring that research, science, technology, and innovation become practical solutions for the nation. Priority areas include green energy, smart agriculture, big data systems, disaster resilience technologies, and the transition to a low-carbon economy. He noted that these efforts must encompass the entire value chain\u2014from production, energy, and raw materials to logistics, standards, measurement and verification systems, and market access.<\/p>\n\n\n

<\/figure>\n<\/div>\n\n\nThe Technology Needs Assessment (TNA) is a mechanism established under the United Nations Framework Convention on Climate Change (UNFCCC) to support developing countries in identifying, analyzing, and prioritizing climate technologies for both greenhouse gas mitigation and climate change adaptation.<\/p>\n\n\n\n
Thailand’s second TNA is being implemented under Global TNA Phase V with support from the Global Environment Facility (GEF) during 2025\u20132027. NXPO serves as Thailand’s TNA coordinating agency while also fulfilling its role as the country’s National Designated Entity (NDE) under the UNFCCC Technology Mechanism.<\/p>\n\n\n\n
The new TNA is designed to serve as a strategic instrument for technology, policy, and investment planning. It is aligned with Thailand’s key climate policy frameworks, including the Nationally Determined Contribution (NDC 3.0), the National Adaptation Plan (NAP), and the Long-Term Low Greenhouse Gas Emission Development Strategy (LT-LEDS). It also seeks to strengthen links with climate finance, international cooperation mechanisms, private-sector investment, and carbon markets, enabling prioritized technologies to progress from assessment to implementation and investment.<\/p>\n\n\n\n
Under the second TNA, Thailand has identified four strategic sectors spanning both climate change mitigation and adaptation. The mitigation component focuses on the energy and agriculture sectors, while the adaptation component addresses water resources management and human settlements and security. Technology prioritization follows a structured process that narrows a comprehensive longlist into a shortlist based on assessments of potential impact, technological readiness, and suitability for Thailand’s national context.<\/p>\n\n\n\n
The preliminary technology selection identified a range of priority technologies across the four sectors. In the energy sector, shortlisted technologies include small modular reactors (SMRs), sustainable aviation fuel (SAF), carbon capture and storage (CCS), and the integration of solar energy into infrastructure systems. In agriculture, priority technologies include methane-reducing feed additives for ruminant livestock, gene-edited rice varieties with enhanced productivity, fertilizer additives that reduce greenhouse gas emissions, and sensor-based systems for monitoring crop and soil quality. For human settlements and security, the shortlisted technologies include digital climate risk assessment platforms, cooling materials and technologies for buildings, Thailand-specific climate models, and backup energy systems to strengthen disaster resilience. In water resources management, the priority technologies comprise underground water retention and storage systems, managed aquifer recharge, real-time water quality monitoring and management systems, and intelligent modelling tools for accurate water forecasting and management.<\/p>\n\n\n\n
Minister Yodchanan stressed that TNA outcomes provide the foundation for identifying barriers and enabling conditions, developing Technology Action Plans (TAPs), formulating project concepts, and mobilizing financial resources. These efforts will enable high-potential technologies to advance through research, development, testing, demonstration, scale-up, and ultimately deployment across key economic sectors and target areas.<\/p>\n\n\n\n
The Minister also directed NXPO, in its capacity as Thailand’s TNA coordinating agency, to work closely with organizations across the higher education, science, research and innovation ecosystem to translate TNA outcomes into clear policy recommendations that support government decision-making. He further called for stronger integration of TNA results with Thailand’s research and innovation funding system and proposed the establishment of a Climate Technology Sandbox to accelerate the deployment of climate technologies in the energy, agriculture, water, urban development, and disaster management sectors.<\/p>\n\n\n

Prof. Wongkot Wongsapai, Vice President of NXPO, followed by a presentation by Mr. Sivach Kaewcharoen, Director of the Climate Change Mitigation Division at the Department of Climate Change and Environment (DCCE), on integrating TNA outcomes into national policymaking.<\/p>\n\n\n

The panel featured Mr. Kittiphong Limsuwannarot, Advisor to the Senate Committee on Climate Change, Environment and Energy Crisis; Prof. Dr. Somrerk Chandra-ambhorn, Chair of the Research and Innovation Committee of the Council of University Presidents of Thailand (CUPT); Dr. Pongvipa Lohsomboon, Senior Expert at Thailand Science Research and Innovation (TSRI); Dr. Ornsaran Pomme Manuamorn, Senior Specialist at the World Bank; and Assoc. Prof. Wongkot Wongsapai. The discussion was moderated by Mr. Boonrod Yaowapruek, Thailand TNA National Consultant and Managing Director of The Creagy.<\/p>\n\n\n\n The panel explored practical pathways for translating TNA findings into tangible outcomes through enabling policies, support mechanisms, financing strategies, investment project development, and the effective deployment of climate technologies tailored to Thailand’s needs.<\/p>\n\n\n\n The event marked an important milestone in Thailand’s transition from technology needs assessment to technology implementation.
