He noted that while research has often been criticized for its limited tangible impact, Thailand\u2019s research and innovation ecosystem has significantly improved in recent years through stronger policy direction, more effective funding mechanisms, closer cross-sector collaboration, and better alignment between research priorities and the needs of the country, businesses, and society.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He highlighted that Thailand is currently at a pivotal moment in aligning major national development and research frameworks. These include the draft 14th National Economic and Social Development Plan (2028\u20132032), which places greater emphasis on sustainable development, particularly through strengthened environmental and natural resource management and increased investment in research, technology, and innovation. At the same time, the Ministry of Higher Education, Science, Research and Innovation (MHESI) and NXPO are developing the Higher Education, Science, Research and Innovation Policy Framework (2028\u20132032), while funding agencies such as the Thailand Science Research and Innovation (TSRI) are preparing the Research and Innovation Strategic Plan (2028\u20132032). In addition, a new Higher Education Development Fund will be established this year to support the development of high-level specialized talent in response to national workforce needs. This is becoming increasingly critical as non-tariff measures continue to expand in scope and stringency, directly affecting Thai businesses and requiring rapid adaptation to evolving global trade, investment, and supply chain conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of NXPO\u2019s key initiatives is the Green Enterprise Indicator (GEI), jointly developed with the Management System Certification Institute (MASCI) and the Thai Industrial Standards Institute (TISI) as a national standard. The GEI provides a framework for assessing business performance in the circular and green economy, enabling enterprises to evaluate their readiness for the green transition while enhancing access to markets, business opportunities, and sustainable finance. NXPO has also partnered with the Office of Small and Medium Enterprises Promotion (OSMEP) and the Federation of Thai Industries (FTI) to promote its adoption among businesses. During the panel discussion, the FTI expressed readiness to apply the GEI framework in the industrial sector and proposed further collaboration with NXPO on developing GEI Plus, an enhanced version designed to better address evolving industrial needs and support sustainable business transformation. NXPO has developed the Policy Proposal for Advancing Climate Change Action through the Higher Education, Science, Research and Innovation System (2027\u20132032), which has been endorsed by the National Higher Education, Science, Research and Innovation Policy Council. This framework places \u201cnational missions\u201d at the center of policy design, recognizing that Thailand\u2019s complex challenges cannot be addressed by research alone. Instead, they require a policy mix that combines research funding, regulatory reform, cross-sector coordination, and human capital development to ensure that research and innovation are effectively translated into practical national solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On strengthening linkages between research and industry, he outlined four priority areas of collaboration with MHESI: establishing joint funding mechanisms to better align research with industrial needs; developing in-licensing mechanisms for access to external technologies, intellectual property, and patents; supporting Industry 4.0 transformation through systematic assessment of industrial needs and capability gaps; and strengthening human capital development through both job-ready graduate production and workforce upskilling and reskilling.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.nxpo.or.th\/th\/wp-content\/uploads\/2026\/07\/NXPO-highlights-integrated-research-ecosystem-to-drive-Thailands-sustainable-business_04-1024x683.jpg\" alt=\"\" class=\"wp-image-47182\" srcset=\"https:\/\/www.nxpo.or.th\/th\/wp-content\/uploads\/2026\/07\/NXPO-highlights-integrated-research-ecosystem-to-drive-Thailands-sustainable-business_04-1024x683.jpg 1024w, https:\/\/www.nxpo.or.th\/th\/wp-content\/uploads\/2026\/07\/NXPO-highlights-integrated-research-ecosystem-to-drive-Thailands-sustainable-business_04-300x200.jpg 300w, https:\/\/www.nxpo.or.th\/th\/wp-content\/uploads\/2026\/07\/NXPO-highlights-integrated-research-ecosystem-to-drive-Thailands-sustainable-business_04-768x512.jpg 768w, https:\/\/www.nxpo.or.th\/th\/wp-content\/uploads\/2026\/07\/NXPO-highlights-integrated-research-ecosystem-to-drive-Thailands-sustainable-business_04.jpg 1536w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">In closing, Dr. Surachai emphasized that meaningful transformation depends on ensuring that research is aligned from the outset with national priorities and end-user needs. He underscored the importance of joint agenda-setting among the research sector, government, and private sector to ensure that research outputs can be effectively translated into policy and real-world applications. At the same time, NXPO is advancing policy experimentation spaces, including a Higher Education Sandbox for rapid curriculum innovation and an Innovation Sandbox to enable real-world testing of new technologies and solutions, particularly in areas involving multiple agencies and affected by regulatory constraints such as autonomous vehicles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The presentation underscored NXPO\u2019s role in integrating policy, research, innovation, industry, and experimental platforms in support of national priorities.
