NXPO hosted a workshop on 4\u20135 September 2025 to conclude the techno-economic feasibility study on adopting blockchain technology in Thailand\u2019s crop insurance system, followed by a final conference on 8 September 2025 to present the study outcomes. The event was officially opened by Dr. Surachai Sathitkunarat, President of NXPO, who welcomed international experts from the Blockchain & Climate Institute (BCI), United Kingdom, led by Mr. Alastair Marke, Director-General, together with Thai research teams from the School of Global Studies at Thammasat University, the Greater Mekong Subregion Study Center at Nakhon Phanom University, and the Faculty of Agriculture at Chiang Mai University.<\/p>\n\n\n

At the workshop, Assoc. Prof. Wongkot Wongsapai, Vice President of NXPO, Dr. Saravanee Singtong, Director of the Sustainability Policy Division at NXPO, and the BCI research team presented findings from the project \u201cBlockchain Technology for a Real-Time Climate Risk Insurance System in Thailand\u2019s Agricultural Sector.\u201d The project was supported under the first phase of the Adaptation Fund Climate Innovation Accelerator (AFCIA I), with technical assistance from the Climate Technology Centre and Network (CTCN), in collaboration with the United Nations Environment Programme (UNEP) and the Adaptation Fund.<\/p>\n\n\n\n

The study highlighted opportunities to build a more inclusive and resilient agricultural sector in the face of climate change, emphasizing the urgent need to strengthen farmers\u2019 digital literacy and expand access to crop insurance to ensure equitable access to information for diverse groups, especially elderly farmers and women farmers.<\/p>\n\n\n\n

On the final day, participants\u2014representing key stakeholders\u2014took part in roleplay activities to test practical applications of theoretical concepts through case studies. The session also presented outcomes of the study on blockchain-based parametric insurance (BBPI), pilot project design, regulatory assessment, and the development of an implementation roadmap, alongside proposals for addressing related challenges.<\/p>\n\n\n

In his closing remarks, Assoc. Prof. Wongkot expressed appreciation to representatives from key agencies, including the Fiscal Policy Office (FPO), the Office of Agricultural Economics (OAE), the Bank for Agriculture and Agricultural Cooperatives (BAAC), the Rice Department, the Department of Agricultural Extension (DOAE), the Office of Insurance Commission (OIC), the Geo-Informatics and Space Technology Development Agency (GISTDA), the National Electronics and Computer Technology Center (NECTEC), the Department of Climate Change and Environment (DCCE), and Finema Co., Ltd. The discussions yielded valuable insights and recommendations to guide the future development and pilot implementation of blockchain technology. The project\u2019s findings will be submitted to relevant working groups and committees under the Ministry of Agriculture and Cooperatives to advance improvements in Thailand\u2019s crop insurance system.<\/p>\n\n\n
