The 2020-2027\u202fPolicy and\u202fStrategy consists\u202fof four platforms, each\u202fincorporating\u202fprograms to drive forward the implementation process. These four platforms are: 1) manpower and knowledge development; 2) research, development and innovation for grand challenges; 3) research, development and innovation for competitiveness; and 4) research and development for area-based development and inclusiveness.\u202f\u202f\u202f&nbsp;<\/p>\n\n\n\n<p class=\"has-background has-luminous-vivid-amber-background-color\"><strong>Platform 1: Manpower and Knowledge Development<\/strong>\u202f&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>National Brain Power Ecosystem.<\/strong>\u202fThis program aims at establishing a system to produce quality manpower for the national development, especially for careers in research and innovation such as researchers, scientists, engineers, technology managers\u202fand specialists in specific fields. Measures and systems\u202fare to be developed to address incentive programs\u202f(salary and benefit), career path, talent attraction and retention, public-private collaborative training programs\u202f(such as work-integrated learning), demand creation for research professionals (such as postdoctoral and postgraduate research systems), attraction of highly-skilled workforce from overseas and Thai professionals living abroad, and academia-research-industry brain circulation.\u202f\u00a0<\/li><li><strong>Highly Skilled Workforce for Eastern Economic Corridor (EEC) and New Growth Engines.<\/strong>\u202fThis program focuses on designing measures and mechanisms to develop\u202fthe\u202fworkforce, encompassing graduates from vocational schools and universities from bachelor\u2019s to doctoral levels, to supply to industries located in the Eastern Economic Corridor (EEC), as well as first and new S-curve industries. Such mechanisms and schemes include the development of databases\u202fand plans\u202fof industrial demand for talent, training and R&amp;D consortium, work-integrated learning, talent mobility, cooperative education, experimental sandbox for education and innovation, and recruitment of talent for companies wishing to embark on R&amp;D.\u202f\u00a0<\/li><li><strong>Lifelong Learning and Future Skills\u202fSet.<\/strong>\u202fThis program aims at improving knowledge, skills and competencies of\u202fthe\u202fcurrent and future workforce to meet the demand of industry that\u202fis\u202fcontinually faced with technological disruptions. The program covers formal, informal and non-formal education, upskilling and reskilling training, massive open online courses, National Credit Bank System, nanodegree programs, grants for lifelong learning training and\u202fa\u202fdatabase for skill development and management.\u202f\u00a0<\/li><li><strong>AI for All.<\/strong>\u202fThis program aims at developing human capital and awareness in artificial intelligence (AI) at all levels &#8211; from children to educators &#8211; in order to develop\u202fa\u202fworkforce with AI and machine learning skills as the country is transitioning from\u202fa digital era to an AI era. AI research and development will also be promoted with application in\u202fthe\u202findustrial sector.\u202f\u202f\u00a0<\/li><li><strong>Frontier Research.<\/strong>\u202fFrontier research program aims at creating fundamental advancement beyond frontier of knowledge in a pursuit for new discovery, first in class, or best in class.\u202f\u202f\u00a0<\/li><li><strong>Big Science.<\/strong>\u202fThis program aims at establishing large-scale instruments and facilities in which advanced research is conducted. Big science is essential for enhancing competitiveness, creating sustainable economic development and prosperity, and fostering national and international scientific collaboration.\u202f\u00a0<\/li><\/ul>\n\n\n\n<p class=\"has-background has-luminous-vivid-amber-background-color\"><strong>Platform 2: Research, Development and Innovation for Grand Challenges<\/strong>\u202f&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Resources, Environment and Agriculture.<\/strong>\u202fThis program aims at finding solutions to challenges Thailand is facing which include resource depletion, environmental degradation, water shortage, water and air pollution, and plastic wastes. Instruments will be developed to address renewable energy, energy efficiency, climate resilient technologies, circular economy and smart farming technology.\u202f\u00a0<\/li><li><strong>Aging Society.<\/strong>\u202fThis program focuses on developing technologies and\u202fthe\u202fenvironment to enhance the quality of life of the elderly. It ranges from developing assistive technologies based on\u202fcombining together\u202fdisciplines such as robotics, AI and digital technology, to creating a Universal Design City, promoting silver economy and closing cultural generation gap.\u202f\u00a0<\/li><li><strong>Quality of Life and Security.<\/strong>\u202fThis program aims to address social inequality and social discord by developing innovative solutions to improve social security of Thai people, promote social reconciliation, embrace diversity in race, religious beliefs and political beliefs, and engage people and communities in political thought.\u202f\u00a0<\/li><\/ul>\n\n\n\n<p class=\"has-background has-luminous-vivid-amber-background-color\"><strong>Platform 3: Research, Development and Innovation for Competitiveness<\/strong>\u202f&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>RDI for New Economy.<\/strong>\u202fThis program aims at enhancing competitiveness of the manufacturing and service industries to catch up with the global economic trends\u202fby developing platforms to facilitate new economic models such as bio-circular-green (BCG) economy, creative economy, AI &amp; data economy and sharing economy. Such platforms include innovation development for agricultural and industrial sectors, entrepreneur development and technology localization.\u202f&nbsp;<\/li><li><strong>Startup, IDEs and Innovation Ecosystem.<\/strong>\u202fThis program aims at developing startups and innovation-driven enterprises (IDEs) by reviewing and amending laws and regulations and introducing new incentives to facilitate ease of doing innovation business, implementing business acceleration programs, as well as supporting economic zones\u202fof innovation such as science parks, Eastern Economic Corridor of Innovation (EECi), Food\u202fInnopolis, Innovation District and Creative District.\u202f\u202f&nbsp;<\/li><li><strong>National Quality Infrastructure and Services.<\/strong>\u202fThis program aims at building and consolidating capacity in standardization, including conformity assessment services, metrology, and accreditation in order\u202fto encourage industrial development, reduce barriers to trade and entrepreneurship, and facilitate global technical cooperation.\u202f&nbsp;<\/li><\/ul>\n\n\n\n<p class=\"has-background has-luminous-vivid-amber-background-color\"><strong>Platform 4: Research and Development for Area-based Development and Inclusiveness<\/strong>\u202f&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Local Economy and Innovative Community.<\/strong>\u202fThis program focuses on creating a culture of innovation among people at the community level, so that innovation can be utilized as an approach for economic and social development within the community, including job creation, product development and natural resource management.\u202f&nbsp;<\/li><li><strong>Poverty Eradication.<\/strong>\u202fThis program will employ big data to enhance the accuracy of poverty mapping so that appropriate measures and social welfare programs\u202fcan be designed.\u202f&nbsp;<\/li><li><strong>Smart\/Livable City.<\/strong>\u202fThis program aims to find solutions to migration and social inequality by developing smart\/livable cities in all four regions of Thailand, budgeting system to support local administration and decentralization, and building capacity of local government organizations.\u202f&nbsp;<\/li><\/ul>\n\n\n\n<p>In addition to four platforms, the policy also includes the system reform of higher education, science, research and innovation which has one program:\u202f&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Reinventing Universities &amp; Research Institutes.<\/strong>\u202fThis program includes system reform of higher education, science, research and innovation; management reform of higher education institutions; designing monitoring and evaluation systems; and development of entrepreneurial universities, for instance.<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>The\u202fHigher Education, Science, Research and Innovation  [&hellip;]<\/p>\n","protected":false},"author":7,"featured_media":0,"parent":0,"menu_order":0,"comment_status":"closed","ping_status":"closed","template":"","meta":{"footnotes":""},"categories":[],"tags":[],"class_list":["post-3080","page","type-page","status-publish","hentry"],"featured_image_src":null,"jetpack_sharing_enabled":true,"_links":{"self":[{"href":"https:\/\/www.nxpo.or.th\/th\/wp-json\/wp\/v2\/pages\/3080","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.nxpo.or.th\/th\/wp-json\/wp\/v2\/pages"}],"about":[{"href":"https:\/\/www.nxpo.or.th\/th\/wp-json\/wp\/v2\/types\/page"}],"author":[{"embeddable":true,"href":"https:\/\/www.nxpo.or.th\/th\/wp-json\/wp\/v2\/users\/7"}],"replies":[{"embeddable":true,"href":"https:\/\/www.nxpo.or.th\/th\/wp-json\/wp\/v2\/comments?post=3080"}],"version-history":[{"count":4,"href":"https:\/\/www.nxpo.or.th\/th\/wp-json\/wp\/v2\/pages\/3080\/revisions"}],"predecessor-version":[{"id":4874,"href":"https:\/\/www.nxpo.or.th\/th\/wp-json\/wp\/v2\/pages\/3080\/revisions\/4874"}],"wp:attachment":[{"href":"https:\/\/www.nxpo.or.th\/th\/wp-json\/wp\/v2\/media?parent=3080"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.nxpo.or.th\/th\/wp-json\/wp\/v2\/categories?post=3080"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.nxpo.or.th\/th\/wp-json\/wp\/v2\/tags?post=3080"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
